1. Significance
Innovation is the driving force and main engine of the development of the manufacturing industry. At present, my country's industrial innovation capability is not strong, the key core technologies are subject to the control of people, the supply of common industrial technologies is insufficient, and the problems of poor industrialization of innovation achievements still exist. The existing manufacturing innovation system has been difficult to adapt to the needs of economic and social development. On the basis of the role of various innovation carriers, deploy the innovation chain around the industrial chain, improve the capital chain around the innovation chain, target the weak links in the development of the manufacturing industry, create a high-level and distinctive national manufacturing innovation platform and network, and form a manufacturing The innovation center is the core node of the manufacturing innovation system, which promotes my country's manufacturing industry to jump to the mid-to-high end of the value chain and provides strong support for the construction of a manufacturing powerhouse.
2. General idea and main goals
(1) The general idea insists on placing innovation at the core of the overall development of the manufacturing industry. In accordance with the strategic deployment of "Made in China 2025", focusing on the core tasks of the innovation and development of the manufacturing industry, the leading role of the market and the guiding role of the government are effectively brought into play. 3. Basic principles
(1) Government guidance and overall layout. Strengthen the top-level design and overall layout, and give play to the guiding role of the government. Fully mobilize the enthusiasm of the central and local governments, and coordinate the construction of national manufacturing innovation centers and provincial manufacturing innovation centers.
(2) Market orientation and joint construction. Give full play to the decisive role of the market in resource allocation, and voluntarily combine industry-leading enterprises, universities, and scientific research institutes to make independent decisions to achieve sustainable development.
(3) Adapt measures to local conditions and develop differently. Explore effective construction models, realize differentiated development according to the industrial development status, innovation environment and characteristics of innovation resources in various places, and avoid rushing to avoid duplication of construction.
(4) The pilot project shall be advanced in an orderly manner. Relying on the "Made in China 2025 Pilot Demonstration City", the National New Industrialization Industry Demonstration Base, and the National High-tech Industrial Development Zone and other innovative resource gathering areas, pilot projects will be carried out, and the construction of manufacturing innovation centers will be promoted in an orderly manner.
4. Overall deployment
Focusing on the key areas of "Made in China 2025", a national manufacturing innovation center will be deployed in each field to form a core node supporting the national manufacturing innovation system. The National Manufacturing Innovation Center should bring together the main domestic innovation resources in this field, mainly solve the common technologies for the industry, take the enterprise as the main body, combine production, study and research, and adopt the form of corporate legal person to explore and improve the operation mechanism to form endogenous development. power. Provincial-level manufacturing innovation centers should gather regional innovation resources and explore a variety of industry-university-research collaborative formation models. Provincial-level manufacturing innovation centers should focus on regional major technical needs, explore the realization of diversified investment, diversified models and market-oriented operations, and build new R&D institutions. For provincial-level manufacturing innovation centers that focus on key areas related to the overall development of the manufacturing industry, meet the requirements of the Guidelines, can integrate domestic innovation resources in this field, operate stably and sustainably, and form a strong influence in this field. 5. Main tasks
(1) Carry out research and development of industrial frontier and common key technologies. Facing the key areas of strategic competition, carry out research and development, transformation and diffusion of cutting-edge technologies, break through the barriers of key technologies in the industrial chain, and support industrial development.
